Not giving an error message is definitely a bug in makeinfo, so please report
that to the texinfo project.
Without --no-validate we get these errors:
manual/install.texi:165: @pxref reference to nonexistent node `Allocation'
manual/install.texi:507: @pxref reference to nonexistent node `Standards and
Portability'
manual/install.texi:7: Next reference to nonexistent `Maintenance'
manual/install.texi:7: Prev reference to nonexistent `Library Summary'
manual/install.texi:7: Up reference to nonexistent `Top'
