The file isn't usable as-is, there are many problems when compiling it.

First, it must be in UTF-8.

Second, the collation rules seem all pretty bogus since there already are rules
for all the characters defined.  If needed, you have to redefine the
relocation.

Third, there are many syntax errors.

Fourth, all the values for the fields must use the <U....> notation, not real
strings.

Fifth, the values for some fields is plain wrong.  localedef will tell you.

I did add the language code to localedef now.


Just run localedef like

   localedef -i ./YOURFILE -f UTF-8 ./SOMEDIR
