Because it isn't wrong! It's only incompatible with standards.
He know nothing about ISO/IEC TR 14652 and you everything. Remember, Occam's razor:
"All things being equal, the simplest solution tends to be the best one."
Simplest solution is to use mechanism described in ISO/IEC TR 14652 and
searching for other solutions only for countries where this abbreviations are
forbidden.
