[Bug ports/2981] New: elf/tst-audit* fail on MIPS

The tests elf/tst-audit* fail on MIPS.

Note, while I've entered this as a ports bug as being MIPS-specific, I think the
proper fix is to core libc code conditional on the macro ELF_MACHINE_NO_PLT
defined by the MIPS port (only).
