In my previous patch to use prototypes instead of old-style function defns,
I missed some code that is not compiled when regex is used with gnulib.
Here is a patch to fix the remaning function defns that I found.
This is just a code cleanup; it isn't needed for gnulib, but we might
as well consistently use prototypes.
