[Bug libc/652] New: getconf: Add option to print all variables

As the discussion on libc-alpha shows, there is the need for a getconf 
option which prints all names of the configuration variables to the 
standard output. I modified to patch and make it compatible with how 
Solaris solved this (adding a new option -a).
