[Bug regex/1240] New: regerror signatures are missing 'restrict'

POSIX requires that the pointer args to regerror be qualified 'restrict',
but they aren't currently qualified that way in regex.h.  Also, the
documentation is missing some 'restrict' and 'const' qualifiers.
I'll attach a patch.
