James Youngman reported that the comment in regex.h is incorrect
for RE_NO_EMPTY_RANGES: when "ending range point collates higher than the
starting range point", the range is a normal range; it is not ignored.
Also, the comment isn't clear about what it means for a range to
be "ignored".
I'll attach a patch.
