For the other architectures I investigated, it was tracked down to kernel bugs. For instance, ptrace(STEP,SIGNAL) was implemented as ptrace(CONT,SIGNAL). Suggest looking upstream, we've (Red Hat) have been pushing fixes for other key architectures ;-)
