Cygwin not supported as a non-native target

Subject: Cygwin not supported as a non-native target

Does anybody know why?  The top-level configure refuses to configure the gdb subdirectory if I specify --target=i386-cygwin on say i386-unknown-freebsd4.4, but I don't see why this should be impossible.
