You just said it all... I suspect HP may no longer be able to track
FSF GDB, and have drifted off on their own. There's been some turnover
too, which doesn't help. A little fishing on hp.com turns up

which includes a bit of recent HP GDB discussion, and it has some
HP employee names that might be worth pinging directly.
