[Bug gdb/9888] New: .c file included instead of .h file in exec.c

In the file exec.c, there is the include directive

#include "arch-utils.c"

I suspect that this should be "arch-utils.h" - it is hard to see why the code
and data of this module should be duplicated in the built gdb, and gdb works
perfectly well when the .c is changed to .h.
