Cygwin32 on WindowsNT 5.1 SP2 GCC 3.4.1 GNU Make 3.80

When I try to build GDB from source, the build stops with this error:

ranlib libgdb.a
make[1]: *** No rule to make target `../intl/libintl.a', needed by `gdb.exe'.  S

Build GDB 6.3 on i686-pc-cygwin.

Fix the Makefile logic.  IDK how though.
