I installed GNU textutils 2.1 and set _POSIX2_VERSION=200112.
'head -1' gives me the expected error message.
I built gdb HEAD 2003-02-24 and installed it and it worked fine for me. Configured with "--prefix ...", native i686-pc-linux-gnu, pretty vanilla.
Now I am running gdb_mbuild.sh. If that works in this environment then I will go ahead and close this PR.
