[PATCH v2 4/4] arc: Add GNU/Linux support for ARC


ARC Linux targets difference from baremetal:

- Don't support hardware single instruction stepping.
- Have different access rules to registers.
- Use another instruction for breakpoints.

	* arc-tdep.c (arc_write_pc): Use it.
