[PATCH] New board file: fission-no-index.exp

Hi.

This is a new board file for running the testsuite with fission
but without .gdb_index.

Fission isn't generally used without .gdb_index.
I could make gdb refuse to debug fission-compiled programs that
don't have .gdb_index, but it's useful for testing, and I couldn't
think of a good enough reason to prohibit it (it's not that much
extra code to support it - OTOH it is another variation to test).
