FYI: remove CY_AC_C_WORKS


I'm checking this in.

acinclude.m4 defines CY_AC_C_WORKS, but nothing calls it.
If memory serves this was obsoleted by other macros ages ago.

This also fixes a bad comment in acinclude.m4.
