[commit/Ada] Add new task states (Activating, Acceptor_Delay_Sleep)

Hello,

A while back, we added some new task states in the GNAT runtime, so
here is the associated update in ada-tasks.c. I think that the change
was made for VMS, so I'm not sure whether the compiler change made it
to the FSF tree or not. But we made sure to add the new enumerates
at the end of the list, so this is backwards compatible.
