Yes, I agree.  Another way I look at this is ranking preferences:
sometimes one might prefer no change above a change one disagrees
with.  Other times, that may not be the case.

It can be difficult to get this information from a comment on a patch.
I tend to err on the verbose side for this reason, but sending
follow-up comments is also a good way to make one's preferences known.
