This comes up often, and the answer is always the same - the libiberty
robomerge is one-way.  To add toplevel to that script requires that
one of you - gcc or src - cede control of those files to the other.
The alternative is for someone to write an auto-merge program that is
bidirectional.

My scripts diff the two toplevels and notify the toplevel maintainers
when differences occur.  I can certainly add people to the mailing
list if others are interested in watching those files for differences.
