COMMIT: Add Gaius Mulley as Modula-2 authorized committer

- Subject: COMMIT: Add Gaius Mulley as Modula-2 authorized committer
Gaius Mulley has accepted the global maintainers' invitation to become
an authorized committer (as defined in gdb/MAINTAINERS) for GDB's
Modula-2 support. This means he can approve others' patches to that
area, and make his own changes without review from a global
maintainer. (Of course, everyone who contributes to GDB is encouraged
to post patches for review, and all patches committed should also be
posted.)
Since Gaius has rewritten the Modula-2 value and type printing code,
and plans to continue working on GDB's M2 support along with the
compiler, I think this is great.
