Pass down $(bindir) and $(mandir)

- Subject: Pass down $(bindir) and $(mandir)
sim/common/Makefile and sim/ppc/Makefile are using mandir and bindir,
resp., so we should pass them down. OK for HEAD and 6.0 branch?
