PATCH: update other config.* files


Andrew reminded me of some of the other config.*'s that I'd missed.  There's
also a few in itcl and sid and winsup, but they don't seem to be regularly
updated...

We should probably replace these files with wrappers.  GCC has such a
wrapper in place:

The same ought to work for us.  But for now I've just updated them and left
the issue for a little later.  One more check on my 2.12 list...
