They're just not needed though. I've been testing with three versions
of texinfo, as has Eli - why is it that only you seem to need the full
set of links?

I was about to check that in when I saw your checkin notice... You only
need the explicit links for the toplevel node, which is how we've been
making things work to date. (If you recall, the only known problem
prior to this was the generation of the TOC when putting out HTML.)
