Yes, the protoization activities are pre-approved so long as I provide
a period in which maintainers and other interested parties can look
the patches over prior to being committed.  I've been providing about
two days for most of the protoization patches thus far.  Also, I try
to keep the patches short so that it isn't too onerous to review them.

For the recent protoization work, the script is me!  I do have a script
though which I use to check my work.  I plan to commit the top.c, ui-out.c
protoization changes sometime on Monday, Oct 30.
