I've been wondering about texinfo in gdb snapshots and releases
myself.  A modified texinfo-3.12 distribution is distributed with the
GDB snapshots.  This seems unnecessary, as anyone capable of tracking
snapshots is surely capable of grabbing the texinfo distribution.

Also, although texinfo-3.12 is the most current texinfo release, I
think it is a mistake that a 'make install' of a GDB snapshot will
overwrite a released texinfo with a modified version.  This will be
an even stronger argument if/when a newer texinfo release is made.  

Among the changes, are the addition of texinfo.tex, gpl.texinfo, and
lgpl.texinfo to the topmost texinfo directory; which are distributed
with GDB (and binutils) releases.  Although I'm of the opinion that
anyone wanting TeX formatted documentation can grab texinfo to get
texinfo.tex, I could be convinced otherwise.  Especially since the
size of the texinfo stuff distributed in a release is much smaller
than what is distributed in snapshot.

[ I removed all the texinfo stuff that's not present in GDB releases
  from the 990712 snapshot, tar'd and bzip'd it, and the result was a
  bit over 0.5MB smaller. ]

I'd recommend that for no GDB snapshots contain only the texinfo goop
that is present in releases, and leave the question open whether GDB,
binutils, etc. should distribute texinfo.tex, etc. for another day.
