ProcRunUtil

ProcRunUtil is a framework for command line utilities which keep process
es running, similar to ProcStopUtil for stop utilities. It combines all
the commonalties between these utilities, leaving only the core of the
functionality to be handled by the utility.
It is currently used by ferror, and I will be moving other command line
utilites over to it.
