Core and Libelf status

Ongoing:
- Continuing to add core file note support to libelf for java.
- Rewriting note readers to operate correctly when a core file is a
different architecture to the host. This requires byte decoding in java
over struct mapping in C/C++.
- Rewriting the tests to use the new static decode functions for above.
- Porting the other note section readers to use decode.
- Puzzling on how to load in a static data register bank into an ISA
over having the ISA look at the memory via PtraceByteBuffer
- Studying a solution to why abstract Tasks need to know a lot about
starting state
- Continue to add support for core files in Frysk.
- Minimal kdump research. Will ramp up in the background.
