Our autogen.sh's behavior isn't consistent with the script bundled
with other tools.
My intent is multi-fold:
- rename the existing autogen.sh script to bootstrap.sh (i.e., the old
name); this script will just generate the relevant configure files
- add new a top level autogen.sh script that first runs bootstrap.sh
(generating the configure files) and second runs the configure
HOWEVER, I think I'll also set up autogen.sh so that, at least for the
moment, it refuses to do an in-tree configure.
