elfutils/po

I noticed recently that we have never installed any translations.
I updated the gettext boilerplate using 0.17's gettextize -f.

I added the po/LINGUAS file that drives actually building and installing
the translation catalogs.  AFAICT we are just expected to notice when the
Transifex people add a new translation and update the file ourselves.  I
don't know if they can be convinced to update LINGUAS too so we don't have
to think about this again.

This seems to be coming out right in the packaging, but a second look
would be wise.
