    PR30377: fix debuginfod -r -X combination

    Until this fix, debuginfod -r -X '.*' didn't trigger groom-time removal
    of everything, because the -I include regex overrode it.  Corrected logic
    to match the scan-time tie-breaking between -I / -X.
