I *do* have emacs macros which help with this.
What I try and do is explain the change in the ChangeLog (I have scripts
which automate this as well) and then just a high-level synopsis of the
change(s) when I commit (again scripted).
Of course, the way it's done is always pretty subjective - kinda like
what editor or MUA you swear by :-)
