The Samsung S3C4510 (et al) are pretty cheap and have ethernet
support in eCos. There are some newer family members (e.g.
'4530) that have very minor differences in the Ethernet
controller that might require trivial adjustments to the
driver.
IIRC, some of the low end consumer router/firewalls use the
4510 or the 4530 and could be used as dirt-cheap eval
platforms.
