How to let network stack know the netif down?

I am using dp83902 ethernet driver in my target.
If the netif is connected to ethernet, it works fine. But if I disconnect
the cabel, the netif remains in UP state.
So how to let network stack know this condition and shutdown this netif?
And when the cable is reconnected, I want it to redo the DHCP operations.
