It depends what you are trying to do. If you want to rebuild cygwin's
own gcc build for developing native cygwin applications, I suggest you
ask on a cygwin mailing list (http://sourceware.org/cygwin/). If you
want to build a cross-compiler such as arm-elf-gcc for embedded
systems work, look at the toolchain section of
http://ecos.sourceware.org/getstart.html and the rebuild instructions
at http://ecos.sourceware.org/build-toolchain.html
