That's indeed long. When I just tried it now I got:

which is ~352 bytes, whereas you got 518. How did you build the redboot you're using? In particular have you enabled CYGHWR_HAL_I386_PENTIUM_SSE or any other option (not that that should matter, at least in gdb 6 - don't know about 5.3). Even then the packet should be shorter than what you got - I think yours is about 78 bytes longer than what I figure the maximum size in the current sources would give (though I may have miscounted - see i386_stub.h).
