This is a hardware error (I can't tell exactly since you did
not specify the chip type, etc). Most likely is that the
device or blocks in question are locked. If your FIS supports
the unlock command, try that first:
RedBoot> fis unlock -f START_ADDR -l LENGTH
where START_ADDR and LENGTH match the address and length of
the image you are trying to create.
