[ECOS] Windows ecosconfig 1.3.1

I'd tried using the 'latest' binutils, which was part of the problem. Oh,
and I failed to install
cygwin 'patch', and - worse yet - had some other 'patch.exe' on my path....

Anyway, binutils/gcc now installed OK, and ecos fetched from CVS : Next step
configuration...

BUT I'm getting the following errors with the configuration tool.

> C:/ecos/packages/hal/common/current/cdl/hal.cdl, interface
CYGINT_HAL_TESTS_NO_CACHES An interface should not have a `flavor' property.

This happens pretty much straight away, now I've pointed it at the CVS
version of ecos.

Is the Windows 1.3.1 tool still supported?? Is there a later version??
