Previous versions of the compiler required a separate build (i.e.
you have to have two sets of GNU tools).  Try configuring GCC/BINUTILS
with "--target=thumb-elf"

Various targets support this.  Try turning on "CYGHWR_THUMB" in your 
CDL.

Question: why do you want to do this?
