packet dumping

Has the way packet dumping works changed in the last couple months? It
appears to me that it was completely removed! It also appears that
there are two eth_drv.c files. One has packet dumping while the other
doesn't. How do I enable the packet dumping?
net_debug = 1 // doesn't work
CYGPKG_NET_DEBUG doesn't work either.
