The file is created from your configuration when saving it in the
configuration tool, or when running "ecosconfig tree" on the command line.
Have you tried building on the command line? Are you sure there were no
errors before this? The place to look for a hal.h is either
include/pkgconf/hal.h in your install tree BTW, just to be sure. It doesn't
exist in the source tree - it is generated.
