PCMCIA access problem

I was able to enable the PCMCIA slot 1 for the CL-PS6700 PCMCIA
controller on the EDB7211-2 board, but I can't write to the registers.
I can read them, but not write to them. Is there something else I have
to do for initialization that's standard with PCMCIA controllers before
I read or write the registers?
