Enabling CYGHWR_THUMB in the ARM arch HAL doesn't add -mthumb to the cflags for
ecos. At time of writing, eb40, eb40a, eb42, eb55, cma230, e7t, pid and snds
implement CYGINT_HAL_ARM_THUMB_ARCH (although more probably should e.g.
edb7xxx), but only cma230, pid, and snds handle the thumb flags.
Instead something should be done after rationalising how flags are set.
