Yes, the floatstyle attribute has been in the DTD since 4.3. And the
sidebar element has been in it a long time.
Floats work in the latest (1.68.1) version of the XSL stylesheets. It is
even documented in my book:

and
http://www.sagehill.net/docbookxsl/FigureFloats.html
Currently only sidebar and figure work with floatstyle, with table and
example getting support for floatstyle in the next stylesheet release. But
the doc shows you how to customize other elements to put them in the
margins.
The float feature is known to work with XEP and XSL Formatter, but not FOP.
