First of all, I want to say thank you for your quick response.
I figured out what the problem was. It is that docbooktosoffheadings.xsl shoud've put in "XSLT for Import" instead of putting in "XSLT for Export", which is indicated in a document.

Hi Hisashi,
Currently there's one DocBook XSLT filter embedded in OOo 1.1.4, but this filter isn't in default installation set. So you must customerized your setup options to include it.
And it demands JRE 1.4.x to open DocBook files. Another limitation is that this filter currently only could import DocBook with root element 'article' and part of elements of DocBook. You may find the supported element table at http://xml.openoffice.org/xmerge/docbook/supported_tag_table.html
