IMO it is required because DocBook distinguishes between formal object (with title) and informal objects (without title). The table element is used to represent formal tables and hence requires a title. The equivalent in the HTML content model is caption.

If you have a table without a title, you have to use the informaltable element which supports the HTML content model too (but without caption).
