[docbook] Announce: DocBook V4.4b1 Released

DocBook V4.4b1 is now available at http://docbook.org/

The genesis of this release is a bug in the catalog files for DocBook
V4.3. The Committee decided to produce a 4.4 release, incorporating a
few recent backwards-compatible changes, rather than simply produce a
4.3.1 release to fix the bugs.

There are no backwards-incompatible changes in this release.

A bug in the catalog files was fixed; a package element was added; a
biblioref element was added; imageobjectco is now allowed in
mediaobject (making mediaobjectco obsolete); the spacing attribute was
added to variablelist; and subscript and superscript are now allowed
in gui*
