looking to generate XML-based courseware

not sure which list is more appropriate (this or docbook-apps), but
i'd like to start converting a bunch of courseware manuals into docbook.
the major issue is that i'd like to be able to design them in "outline"
mode, which is available in emacs.
is there some combination of tools i can use to both design the manuals
little by little in outline mode, and print/view the results any time i
want?
i could be more informative, but i'll make sure this is the
right list first. what is the difference in rationale between the
two lists? thanks.
