Normally, I would markup the exact type of Q & A that you define as a
<qandaset>. See DocBook:TDG at:
http://www.docbook.org/tdg/html/qandaset.html
There are some examples on that page that show you the basic use.
Having said that, though, the page for <tip>:
http://www.docbook.org/tdg/html/tip.html
does not list <qandaset> as a possible child, so I would read that as
not allowing the <qandaset> inside of a <tip>. I haven't tried it,
though, so I don't know.
