installation question

I hope this basic question is appropriate for this mail list. Please advise
if not!
I am a novice docbook user. I am a professional who would like to develop
my papers and pubs in docbook so as to enable multiple output formats and
long life of my documents.
I am currently installing on Windows but will be moving to Linux.
I am following the installation instructions in the on-line version of the
O'reilly book, in Appendix A.
I have installed the dtds, etc that come in the file docbk412.zip
I have set the correct environment variables and edited the catalog.
I have installed jade, made the corresponding catalog and environment
variable changes and the jade test line
jade -t rtf -d jtest.dsl jtest.sgm
works perfectly.
I didn't originally run the test program for the docbook installation (using
nsgmls) because I hadn't downloaded it. When I found it in the jade
distribution I decided to run the basic docbook test,
I copied the following docbook source from the book into seantest.sgm

<!DOCTYPE chapter PUBLIC "-//OASIS//DTD DocBook V3.1//EN">
<chapter><title>Test Chapter</title>
<para>
This is a test document.
</para>
</chapter>

and modified it to
###############
<!DOCTYPE chapter PUBLIC "-//OASIS//DTD DocBook XML V4.1.2//EN">
<chapter><title>Test Chapter</title>
<para>
This is a test document.
</para>
</chapter>
######################
and ran the following command:
nsgmls -sv seantest.sgm
I got a huge number of errors of two distinct types. Two examples are
1. nsgmls:C:\Program Files\sgml\docbook412/dbhierx.mod:2046:49:E: omitted
tag minimization parameter can be omitted only if "OMITTAG NO" is specified
on the SGML declaration
2. nsgmls:C:\Program Files\sgml\docbook412/ent/iso-amsa.ent:23:17:E: "X2194"
is not a function name
The iso entity documents are there and being found. I have not installed
additional iso entity definitions, although I have downloaded them.
Can anyone give me a hint about what I am doing wrong?
